    Gloria James-Civetta, assisted by fellow lawyer Noelle Teoh, contributed a commentary to CNA examining a situation many people may encounter: what should you do when a stranger’s behaviour makes you feel unsafe in public?

    The commentary considers unlawful stalking under the Protection from Harassment Act (POHA) and the point at which behaviour that may initially seem uncomfortable or unsettling could potentially cross the line into harassment or unlawful stalking.

    It also explores the practical choices someone may face in the moment, including whether to confront the person, film what is happening as potential evidence, seek help or simply move away from the situation. Gloria emphasises that while recording an incident may sometimes help preserve evidence, personal safety should remain the priority, particularly where confrontation could cause the situation to escalate.

    The commentary also considers what happens after an incident has been filmed. Posting footage or accusations on social media can create separate legal issues, particularly where it has not been established that the person filmed has committed an offence.

    Drawing on their legal experience, Gloria and Noelle explain how Singapore law approaches stalking and harassment while providing practical guidance on responding to behaviour that causes concern in a public place.

    Gloria James-Civetta is Head of Family Law at GJC Law and has approximately 30 years of experience in family law. Noelle Teoh is an Associate practising in both family and criminal law and assisted Gloria in the research and preparation of the CNA commentary.
